Look at City Council Speaker Christine Quinn's broader record on homelessness : in 2010, Ms. Quinn refused to let the City Council vote on Intro 48, which would have made an annual count of vacant buildings in New York. What is more, just a few weeks ago, Ms. Quinn forced the City Council to join a lawsuit to close a 200-bed homeless shelter in Chelsea. The next thing you know, New York City will begin to round up homeless people.
