Will NYC 911 tech system work during the Frankenstorm ?

Following damning revelations that the Bloomberg administration may be deliberately manipulating the EMS response and transit times in official FDNY statistics, City Council Speaker Christine Quinn remains silent about the growing scandal over the way that City Budget that Speaker Quinn puts together year after year has squandered $2 billion in a broken Unified Call Taker-911 Dispatch and Emergency Call System. With so many hospital closings, how are EMS response and transit times being impacted ? Why can't the public know what the official EMS statistics are ?
