Each year, New York City Council Speaker Christine Quinn approves the New York City budget, which provides the financial funding the NYPD to carry out its stop-and-frisk program.
Stop-and-frisk violates Title III of the Civil Rights Act. Title III states that municipalities are prohibited from discriminating in public spaces against people based on race, sex, religion and other factors. And yet, why does the City Council and its speaker approve the use of taxpayer money to fund the NYPD to carry out an illegal and unconstitutional discriminatory program ?
